Finance Officer

Core Functions / Responsibilities:
1. Support in the monitoring and tracking of funding resources, transactions and project

expenditures and undertake financial analysis of resources managed by the mission and

provide information as required.

2. Support the revision, development and implementation of new/revised work methods,

standard operations procedures and systems.

3. Support the RMO in liaising with other internal organizational units of the Mission in the

performance of the finance functions and facilitate the activation of new projects.

4. Support the RMO in the preparation of the annual budget and Project Managers with projects’

budgets. Monitor the budget control process and analyze variances between budgets and actual

expenditures on monthly basis and assist in the preparation of budgets for new projects.

5. Provide technical support to project managers throughout the project cycle to ensure

compliance with IOM’s policies and procedures and any donor-specific requirements.

6. Monitor service fees mission projects and ensure proper financial reporting in coordination

with the programme units.

7. Assist the RMO in forecasting cash flows according to activities in the Mission and ensure

funding is received in accordance with donor agreements.

8. Inspect payroll versus budgets, ensuring that staff salaries are correctly allocated to projects

consistent with IOM's projectization criteria and budget lines nature and funding. Facilitate the

payroll of Country office in coordination with RMO.

9. Ensure that interim and final donor financial reports are in accordance with IOM regulations

and established procedures.

10. Act as focal point for audits and verifications and other ad-hoc reports by ensuring that

required documentation is available in a timely and effective manner including archived

documents.

11. Ensure adequate application of IOM’s administrative instructions, and application of internal

control procedures to safeguard the Organization’s assets, control cash and prevent fraud.

Notify the RMO of unusual transactions and delays impacting timely reporting and recommend

remedial action.

12. Assist the RMO in the development and implementation of new/revised work methods,

procedures, and systems and training for staff.

13. Create and facilitate teamwork and assist the RMO in training staff in the field of budget and

finance, in accordance to IOM procedures and regulations.

14. Perform such other duties as may be assigned.


Required Qualifications and Experience:
Education

  • Master’s degree in Finance, Commerce, Accounting, Business Administration or a related field
from an accredited academic institution with two years of relevant professional experience; or,
  • University degree in the above fields with four years of relevant professional experience.
  • Professional certification as chartered accountant (CA) or certified public accountant (CPA),
Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified

Accountants (ACCA) will be a distinct advantage.

Experience

 
  • Professional experience in financial management;
  • Experience in accounting and budgeting;
  • Knowledge of IOM/UN regulations, policies and procedures;
  • Knowledge of International Public-Sector Accounting Standards (IPSAS);
  • Experience with SAP is highly desirable; and,
  • Ability to prepare concise and clear reports.
Languages

Fluency in English is required. Working knowledge of Arabic, French and/or Spanish is an

advantage.

Other:
Internationally recruited professional staff are required to be mobile.
