Senior Transport Specialist

Duties and Responsibilities
IMNT1 is hiring a Senior Transport Specialist/ Economist, with extensive prior
operational experience, to join the WB transport team based in Cairo. Currently,
the program in Egypt includes a railway sector project under implementation and
preparation of a new railways project including railway reform, and engagement
to develop PPP operations. There is also the possibility of an urban transport
project and a freight line PPP project in partnership with IFC. The program also
includes extensive policy dialogue (railways, urban transport, ports and
logistics) with the government to support a possible multi sector DPF. The
program in Djibouti is mainly focusing on the Djibouti-Addis corridor as part of
the Horn of Africa initiative.
The selected specialist will be a core member of the Egypt/Yemen/Djibouti
transport team with possible involvement in other countries. She/He will report
to the GMNA Transport Practice Manager. She/He is expected to work closely with
the Egypt transport program TTL (GH) based in DC, the Infrastructure/Sustainable
Development Program Leader, and the local Transport Specialist, both based in
Cairo. The Specialist will: (i) co-lead the technical dialogue in the transport
sector with the Egyptian authorities, as well as with other clients in the
sub‐region (notably Djibouti if the person speaks French); (ii) lead/co-lead and
contribute to business development, project preparation and supervision and
knowledge activities in the MNA Transport unit and in close collaboration with
other Global Practices. She/He will also actively participate in the relevant
Country Management Unit (CMU) discussions, particularly on the preparation of
Systematic Country Diagnostics (SCD) and Comprehensive Partnership Frameworks
(CPS), as well as on portfolio reviews. She/He will also liaise and work from
other global practices and cross-cutting solutions areas, as relevant, and
ensure appropriate collaboration and partnership between Government, the World
Bank Group, and other international and bilateral organizations involved in
transport in the region and beyond. Her/His activities will be identified with
the Practice Manager and adjusted based on business needs.
Selection Criteria
Post graduate degree at Masters’ level or higher in preferably in civil/transport engineering or highway engineer; or alternatively transport planning, transport economics or related fieldsAt least 8 years of relevant professional transport experience with a combination of high-level policy dialogue and investment project management including project preparation and supervision, knowledge of transport sector institutional/policy reforms and/or related technical assistanceStrong research and analytical skills in one or more technical areas, including railways, roads/highways, urban transport, transport planning, transport economics, participation of the private sector and public-private partnerships, climate change and infrastructure regulatory issuesDemonstrated analytical skills as applied to common problems in the transport and other infrastructure sectorsPrior experience in project management, operations or procurement and supervision of large contracts is an added advantageStrong organizational skills, as well as the ability to prioritize tasks and ensure timely completion of tasks under pressureEnthusiasm for and ability to work in teams; strong interpersonal skillsExcellent (written and oral) communications skills, including writing reports and presentation in EnglishKnowledge of Arabic is a plus, French is highly desirable to work on DjiboutiComputer literacy in basic software for word processing, spreadsheet, and databaseField experience in developing countries and willingness to work in FCV countries are a plus
