Senior Environmental Specialist

Duties and Responsibilities
The Senior
Environmental Specialist will be required to undertake the following tasks:
Contribute to the policy dialogue and strategic communication with counterparts
on environment and natural resources management with a strong focus on pollution
management, blue economy and climate change.
Lead the development and implementation of pollution management (water
pollution, waste and watershed management) lending operations, technical
assistance or analytical work, including leading in preparation and
implementation support missions.
Support and/or lead the design/preparation and supervision of tasks and/or
components as a technical expert and in collaboration with partner agencies and
donors. This also includes generating 'think pieces' and 'best practice' papers;
handling technical, institutional and program implementation issues in the
environment sector; supporting the interface with the Government and agencies on
environmental issues.
Provide strategic technical assistance in support of client’s needs to improve
capacity for pollution management, solid waste management, blue economy, climate
change as well as broader environmental management issues.
Support the preparation of reports and strategy papers including the
supervision, coordination and quality control of consultant reports.
Contribute to analyzing and disseminating lessons learned and best practices
from specific Bank projects for research, knowledge and learning purposes.
Selection Criteria
Advanced degree
(PhD or Masters) in environmental engineering, civil engineering, environmental
science, natural resource management, climate change, marine and coastal zone
management, fisheries, environmental or civil engineering from a recognized
university.
A minimum of 8 years of relevant full-time professional experience in
environmental engineering or related field, with a sustained record of achieving
high quality substantive results, in pollution control, environmental management
and related capacity assessments and institutional strengthening measures.
A minimum of 3 years of track record in strategic engagement experience with
senior level policy makers (director general level at government ministry or
higher) is required.
Strong technical skills in the areas of pollution control, hazardous and
non-hazardous waste management, environment and natural resources management,
climate change and the blue economy.
Demonstrated track record in project management in managing large and complex
operations/ operational skills; familiarity with Bank procedures would be an
advantage.
Demonstrated experience in designing and supervising operation of facilities
such as landfills, dumpsites, wastewater treatment plants, etc. is desired.
Good understanding of the multidimension of the blue economy including fisheries
is a plus.
Good knowledge of environmental legislation, regulatory and institutional
arrangements in MENA countries in general and that of Egypt in particular.
Sound knowledge of United Nations Framework Convention on Climate Change, and
Intergovernmental Panel on Climate Change GHG accounting methodologies, or
similar standards, is important.
Ability to build and sustain key stakeholder relationships with government and
other key stakeholders; and to integrate divergent viewpoints of multiple
external and internal stakeholders into a coherent project/program/strategy.
A proven track record working with a wide range of stakeholders, NGOs,
international organizations, development partners and/or with the government.
Excellent workflow management and task organization skills; able to coordinate
all aspects of the workflow of assigned responsibilities.
